I don't know if you've ever ridden those little fun boats by an amusement park where you're steering back and forth, but you know you oversteer so you're constantly going back and forth. There's a delay in the time that the boat turns from the time that you steer. So if you don't know how to factor that in when you're driving a boat you just go back and forth. Anyway, delayed negative feedback is sort of everywhere and it causes oscillations.
